Who would invest in the contracting sector?

I published this brief post on LinkedIn in February 2017 as a conversation starter. And, boy, did it ever start a conversation!

A contractor goes to see his Bank Manager for a loan.
He says:
"This is the proposition. I have recently been successful in securing a five year zero value framework with no guarantee of any work.
It is an all risks contract, which will return me a 2% margin if everything goes exactly to plan, and my client is looking for year on year efficiency savings of 5%.
If I make any gain share, the client wants half of it, and the amount is capped in any case".
Anyone want to guess the likely response?

Commercial remodeling requires both creativity and compliance, and they manage to balance both effectively. Their planning ensures that business functionality remains intact during upgrades. I found their work as commercial renovation contractors particularly useful for retail and office transformations.
